Gavin Newsom plans to roll out California’s own state-level Consumer Financial Protection Bureau. Newsom unveiled a California Consumer Financial Protection Law on Friday.“As the Trump administration undermines and weakens the rules that protect consumers from predatory businesses, California is filling the void and stepping up to protect families and consumers,” Newsom told the Los Angeles Times. The new California Consumer Financial Protection Law would allegedly overhaul the existing Department of Business Oversight and rename it the Department of Financial Protection and Innovation, or DFPI.”The federal government’s rollback of the CFPB leaves Californians vulnerable to predatory businesses and leaves companies without the clarity they need to innovate,” the budget summary stated.According to Times’ sources, the new Department of Financial Protection and Innovation would include “dozens of new staff” and greater scrutiny of consumer markets “to identify patterns of abuse.” The 2020-21 state budget will include $10.2 million Financial Protection Fund and 44 positions, growing to $19.3 million and 90 positions ongoing in 2022-23, which is intended to provide consumers with more protection against unfair and deceptive practices when accessing financial services and products.”This will be accomplished by expanding the Department’s authority to pursue unlicensed financial services providers not currently subject to regulatory oversight such as debt collectors, credit reporting agencies, and financial technology (fintech) companies, among others,” the summary adds. The DFPI’s new duties will include licensing and examining new industries that are currently under-regulated, analyzing patterns and developments in the market to inform evidence-based policies and enforcement, consumer education programs, a new Financial Technology Innovation Office that will proactively cultivate the responsible development of new consumer financial products, legal support for the administration of the new law, and additional staff to support the Department’s increased regulatory responsibilities. City of Manchester Trafford Stockport Oldham Bury Wigan Bolton Tameside Rochdale Salford areas of concern areas of enhanced support areas of intervention As part of ensuring a proportionate yet robust response to the virus, where possible, the government will remove individual areas from these measures while maintaining or even strengthening measures in others as necessary – just as has been done in other areas where local measures have been brought in, like Leicestershire. The ban on indoor gatherings will now apply to: West Yorkshire: Greater Manchester: This means that people in these areas will continue to not be permitted to mix with other households (apart from those in their support bubble) within private homes or gardens. People are still able to meet others in groups up to 6 individuals, or 2 households, in outdoor public places. The measures for Preston will be kept under careful review with potential for even stronger localised measures from the local suthority if the new rules on gatherings are not followed by local residents. As an area of intervention, the city will also benefit from additional oversight, support and localised testing.Local leaders and government also agreed a number of other changes to local restrictions in other areas which are being announced today.Pools, indoor gyms and other leisure facilities will continue to remain closed in Leicester, Bradford and Blackburn. Shielding will also continue for individuals in Blackburn with Darwen, and Leicester City.PHE’s weekly surveillance report includes changes to the watch list of local authority areas with higher than average incidences of COVID-19. The changes are: Bradford Calderdale Kirklees The past week has been difficult for many people in Greater Manchester, West Yorkshire and East Lancashire, and I thank everyone in these areas for their patience and willingness to follow the rules. Yesterday I chaired a meeting of the Local Action Gold Committee, and unfortunately, the data does not yet show a decrease in the transmission of this terrible virus. It means we must keep the current restrictions in place to allow more time for the impact of this ban on indoor gatherings to be felt, and make sure local residents and their loved ones are protected. At the request of the local area we are also extending these restrictions to Preston. We are constantly examining the data on the prevalence of the virus in these areas, and we will review the measures again next week. As we continue to see rising rates of the virus across Europe, it is vital we take every precaution to protect our country. I urge everyone in these areas to follow the rules, get yourself a free test as soon as you get any symptoms, and isolate if NHS Test and Trace tells you to. Current rules on gatherings in Greater Manchester, Leicester, parts of West Yorkshire and East Lancashire remain in place Restrictions on household gatherings to be brought in for Preston from midnight tonight, as the city is added to JBC and PHE’s watch list as an ‘area of intervention’ Wider restrictions in Leicester, Blackburn and Bradford to continue Blackburn with Darwen Burnley Hyndburn Pendle Rossendale Preston Lancashire: For ‘areas of concern’, upper tier local authorities will work with partners, supported by regional PHE and NHS Test and Trace resource, to take additional actions to manage outbreaks and reduce community spread of the virus to more normal levels. Actions taken may include additional targeted testing at high risk areas or groups, for example care homes, enhanced communications around the importance of social distancing, hand hygiene and other preventative measures, and more detailed epidemiological work to understand where clusters of the virus are occurring so that appropriate action can be taken. On top of this, areas deemed for ‘enhanced support’ will be provided with increased national support, capacity and oversight, including additional resources deployed to augment the local teams where this is necessary. Actions taken may include significant additional widespread testing deployed to the upper tier local authorities, national support for local recommendations put in place to manage outbreaks, and detailed engagement with high risk groups and sectors to help increase the effectiveness of testing and tracing in these areas. In addition, ‘areas of intervention’ are defined where there is divergence from the lockdown measures in place in the rest of England because of the significance of the spread of COVID-19. There are a range of non-pharmaceutical interventions available to local and national leaders, from extensive communications, expanded testing, to restrictions on businesses and gatheringsSee the contain framework for more information. The current rules on social gatherings will continue in parts of the North West, West Yorkshire and Leicester, following a review of all local restrictions yesterday by government and local authorities. The measures were announced last week to urgently tackle an increase in COVID-19 cases in these areas. With the latest data not showing any evidence of a decrease in the number of cases per 100,000 people in the area, the Health Secretary, in close collaboration with local leaders, has agreed that the rules must remain in place. This will help protect local residents, and allow more time for the changes to have an effect, cutting transmission among households. At the request of the local authority, Preston will be now be added to the list of areas included in the ban on households gathering in each other’s homes and gardens, effective from midnight tonight. Guidance will make clear that people should not be gathering with other households anywhere indoors. The restrictions on gatherings will be reviewed again next week with any changes to be announced by Friday 14 August.Health and Social Care Secretary Matt Hancock said: The full surveillance report which includes this week’s watchlist and what the different categorisations mean can be read in full here.Anyone with any symptoms must isolate immediately and get a test for free by going online or ringing 119.Everyone must continue to socially distance and regularly wash their hands to help bring this virus down further so all areas can return to normal as soon as possible. Background informationThe 3 definitions for JBC and PHE’s watchlist are: Leicester Bedford and Swindon added as ‘areas of concern’ following a decrease in cases, Oadby and Wigston will move down from ‘enhanced support’ to ‘area of concern’ Rotherham is being removed thanks to a considerable drop in cases

With the exception of Ben Affleck’s lackluster display in Daredevil, almost every classic Marvel title has produced an equally epic blockbuster movie hit. The Fantastic Four, Iron Man, Wolverine and The Punisher are as thrilling to audiences now as they were in their comic book form. And this past weekend, Marvel announced plans to offer its products via a number of iPhone applications. The Comixology, Panelfly and iVerse apps are all boasting the release of Marvel titles to US iPhone users. Select issues from Iron Man, X-Men and the Amazing Spider-Man series’ are available for between 99 cents and $1.99 per issue. While these services are likely to get their fair share of individual downloads, comic book service Take Comics is attempting a slightly different approach to delivery. Recently launched to a roomful of entrepreneurs and investors at TechStars’ Silicon Valley demo day, Take Comics offers a frictionless comic distribution platform for publishers. Rather than selling titles piecemeal, larger publishers like Marvel and indie publishers like Last Gasp can offer titles across platforms. The company aims to create an iTunes-like experience specific to comics. But there’s a catch – after purchasing users can view their favorite titles on the device of their choosing. The service renders comics on a panel-by-panel basis for easy perusal on mobile devices. As for up-selling, users receive publisher alerts on new issues and recommendations to complete their collections. While comic publishers stand to earn more on a short term basis through individual downloads, it will be interesting to see if they opt for long term loyalty via the more user-friendly cross-device route. Naba Sarania, an Independent member of the Lok Sabha from Assam who is also a former extremist, has formed a political party as well as an “army without guns”.The Gana Surakhya Party (GSP), launched on Sunday, is expected to challenge the Bodoland People’s Front (BPF), which has been running the Bodoland Territorial Council (BTC) since its creation in 2003. The BPF is a partner in the BJP-led alliance that rules the State.Eye on BTC electionThe GSP’s birth has assumed significance ahead of the election to the 40-seat BTC early next year across the districts of Kokrajhar, Chirang, Baksa and Udalguri, politically polarised between the Bodos and the non-Bodos.The Bodos are the largest plains tribe in the north-eastern region, but account for a little more than 30% of the population in the Bodoland Territorial Areas District (BTAD) administered by the BTC. Nineteen communities, including Muslims, form the non-Bodos. Backed by the non-Bodos, Mr. Sarania has won in the Lok Sabha election from Kokrajhar twice since 2014. “We had to form the GSP because of the ‘atrocities’ on the non-Bodos in areas under the BTC and also because no party has cared for them,” he said, attributing the plight of the non-Bodos to the “undemocratic” and “one-sided” Bodo Accord signed in 2003 for forming the BTC under the Sixth Schedule of the Constitution.“We hope to win the BTC election next year… We will fight for equal rights and status for all communities,” he said.Mr. Sarania, once an ULFA , clarified on the BTAD army formed alongside his party. “This is a non-violent army, without guns. It will have 5,000 volunteers in each BTAD district for protecting the lives, property and livelihood of the non-Bodos,” he said. He had earlier said the army would be modelled on the Rashtriya Swayamsevak Sangh. On the other hand, the BPF has been trying to end factionalism among the Bodos ahead of the election. Hagrama Mohilary, chairman of the BTC and a former extremist leader, called for the unification of the Bodos. A few days ago, Mr. Mohilary had met former MP Urkhao Gwra Brahma, leader of the United People’s Party (Liberal), for “burying their differences” and fighting the election together. The two had fallen out more than a decade ago.

English soccer leaders want to interview at least one black or ethnic minority candidate in future for jobs around the national teams. (AP Photo/Sang Tan, File)LONDON (AP) — English soccer leaders want to interview at least one black or ethnic minority candidate in future for national team management jobs. The English Football Association is emulating the NFL and its Rooney Rule, which requires teams to interview a diverse pool of candidates for coaching and management positions. There has never been a non-white manager of the England men’s team, but the women’s team was led into the 2007 and 2011 World Cups by Hope Powell, who is black. There is currently one black manager of a Premier League team — Chris Hughton at Brighton.Setting out the FA’s plans for the year, chief executive Martin Glenn said at least one black and minority ethnic (BAME) candidate will be interviewed for all future jobs around the national teams if they have the right qualifications and experience.“It is the right thing to do but there is also a business case for it,” Glenn said at Wembley Stadium. “If your management team reflects more the people that you are serving then you’re going to make correct decisions.“What we’re seeing now is more BAME players and what we want to do is make sure that post their playing career there’s an opportunity for them to carry on contributing and that they feel the FA is also for them.”The FA’s desire to ensure the England management is more diverse following a damaging row around the women’s team. Former manager Mark Sampson was found to have racially discriminated against two of his players, while goalkeeping coach Lee Kendall left his role after addressing striker Eni Aluko using a mock Caribbean accent.“It’s all about improving performance by making the England players feel like the setup is more inclusive,” Glenn said. The Rooney Rule was named after campaigning Pittsburgh Steelers chairman Dan Rooney, who died last year.
